BREAKING NEWS: South Korea's National Assembly's plan to ban dog meat trade by 2027!

November 17th, 2023

Bundang-gu, Seongnam-si, South Korea— In a landmark proposal that marks a significant milestone in animal welfare, the South Korean government has announced its commitment to end dog meat consumption by 2027. This historic proclamation has been met with widespread approval by animal rights groups, including Korean K9 Rescue, an organization dedicated to rescuing and rehabilitating dogs from South Korea and placing them with loving forever families in the United States. Check out our new video, just released here.

The initiative was revealed in a tri-party meeting attended by key South Korean government officials on Nov 17th in Congress, outlining a comprehensive roadmap to eradicate the dog meat trade within the next four years. This includes a law set to be passed this year that will enforce the cessation of dog breeding, slaughter, distribution, and sale for consumption purposes.

Korean K9 Rescue hails this as a pivotal step forward in undoing centuries of inhumane treatment of dogs, which has
persisted despite growing political and social pressure. The Rescue’s efforts in Bundang, South Korea, align closely with the government’s new plan, focusing on rescuing hundreds of dogs annually from the streets, dog meat farms, high-kill shelters, and puppy mills. All of these dogs face the dangers of the dog meat trade in South Korea.

“Today represents a significant triumph for the welfare of animals, a testament to the relentless efforts and unwavering commitment of Korean K9 Rescue and its allies,” stated Gina Boehler from Korean K9 Rescue. “The decisive action taken by the South Korean government to prohibit a tradition responsible for the deaths of millions of dogs marks a pivotal win in animal rights. Yet, there’s an urgency for expediting this transition; the three years ahead will pose the most challenging rescue operations we have ever faced.”

The government’s strategy includes substantial changes such as removing dogs from the livestock category and imposing severe penalties for illegal activities involving dog meat, with up to three years of imprisonment or fines up to 30 million won. By July 2024, entities involved in the dog meat trade must submit detailed plans for winding down their operations, with a complete ban on establishing new dog farms or slaughterhouses by 2027, in order to receive a government subsidy based on income generated from their cruel industry.

“In light of the impending legislative changes, we find ourselves in a critical countdown to save and safeguard as many dogs as possible from an industry potentially facing a final, desperate expansion. Anticipated government subsidies based on farm size may fuel a rise in the number of dog farms and slaughterhouses between now and 2027. However, with the unwavering support of our community, we have the power to transform this period into an era of transformation and healing rather than one of anguish,” Gina of Korean K9 Rescue conveyed. “As we embrace this legislative milestone, our commitment is stronger than ever. Korean K9 Rescue is resolute in its mission to rescue, rehabilitate, and
rehome dogs in distress.”

Korean K9 Rescue extends its gratitude to the global community for their support and to the South Korean government for taking a stand for animal rights. Korean K9 Rescue pledges to persist in its advocacy and rescue efforts until every dog meat farm is shut down and every dog has the chance to live a happy and free life. We’ve saved over 3,500+ dogs from the dog meat trade, high kill shelters, puppy mills, stray, and abandoned since 2017 and have given them all a second chance in a loving home.

Updates on the Hwaseong Puppy Mill Shutdown

On October 11, lawmaker Wi Seong-gon unveiled the disturbing reality of licensed breeding facilities in South Korea, highlighting the need for immediate reform. The case of the “Awark” Kennel in Hwaseong, Korea which illegally bred over 1,400 dogs despite being permitted for only 400, has shown that the current regulations in Korea are grossly insufficient in protecting these precious lives. This hearing sets the stage for why we urgently need to introduce something akin to the UK’s ‘Lucy’s Law’ in Korea.

‘Lucy’s Law’ in England mandates that anyone looking to get a new puppy or kitten must buy directly from a breeder or adopt from a rescue center. The law makes breeders accountable, requiring them to show puppies interacting with their mothers at their birthplace. This cuts out the third-party dealers who often distribute sick and traumatized animals, something that we’ve sadly witnessed here in Korea as well.

We at Korean K9 Rescue, alongside our partner organizations, are fighting every day to shut down facilities like the one in Hwaseong. Just like ‘Lucy’s Law’ aims to eradicate the cruel puppy and kitten farms in the UK, we aim to make every breeder accountable here in Korea, safeguarding animal welfare and holding violators to account.

We thank lawmakers like Wi Seong-gon and Yoon Mi-hyang for echoing our sentiment and urge the Ministry of Agriculture to take swift and stringent measures, such as strict punishments and permit cancellations. Together, we can change the fate of thousands of innocent lives. Stand with us, and please support our mission by educating your friends and family. You can also help by donating, adopting, volunteering, or fostering!

Largest Korean puppy mill shut down in history!

We’re currently on the ground in Hwaseong, Gyeonggi-do, facing unimaginable horrors as we try to save these small, fragile, innocent lives. We need far more than the donations we’re asking for in our fundraiser to support the hundreds of dogs found alive and displaced. But we also need to address the deceased. We’ve found mothers crudely cut open to retrieve their babies and left for dead, and dozens of dogs wrapped in newspaper and hidden in freezers. This is a living nightmare. Sometimes, we’re afraid to speak up to our friends, family, neighbors, and coworkers who want to buy that cute pet shop dog or that feeling of an unethical breeder. Showing one video like this can change everything. Please think twice before supporting pet stores or shady breeders. It’s places like this that supply them. This isn’t just a problem in Korea—it’s a global issue. We can break this vicious cycle by adopting and doing thorough research before bringing a new dog into our lives.

Please continue to share and support us. In a historic first, the Gyeonggi province governor played a pivotal role  in advocating for the shutdown and rescue of an illegal puppy mill in Hwaseong City, marking a significant step towards animal welfare advocacy in Korea.The scale of cruelty at the puppy mill is heart-wrenching . The worst part was finding bodies of mothers and babies frozen in fridges around the property that the “millers” froze to dispose of later.Here’s an update on Korea’s most unprecedented dog rescue mission that unfolded over the last three days. A horrific puppy mill harboring 1,426 lives was ended thanks to a collaborative effort involving Governor Kim Dong-yeon of Gyeonggi-do (@kimdongyeon_dy) and 20 local animal rescue groups. Including ours, Korean K9 Rescue (@kk9r.kr), we welcomed 79 dogs into our already overflowing rescue center. Here are the heroes who were a part of this rescue, along with the number of dogs we all saved collaboratively:

Gyeonggi Companion Animal Center Yeojoo: 583 dogs
Hwaseong Companion Dog Sharing Center: 104 dogs
@koreank9rescue: 79 dogs
@animal_kara: 70 dogs
@save.life2020: 55 dogs
@youumbba: 82 dogs
@we.a.c.t: 32 dogs
@kdsrescue: 120 dogs
@ngo_dasom: 20 dogs
@everlove8282: 48 dogs
@rebirth.or.kr: 6 dogs
@bemydog_animal: 5 dogs
@yuhengsa: 51 dogs
@adogs: 10 dogs
@angelproject_official: 10 dogs
@povengers: 2 dogs
@withdog_rescue: 21 dogs
@be_together.be_loved: 10 dogs
@inca_happydog: 15 dogs
@crk__official: 9 dogs
@helpshelter: 46 dogs
@soby2017: 25 dogs
@t.b.t_rescue: 25 dogs

We sincerely thank each participating group and everyone who supported this mission, including our courageous supporters and followers who listened and donated. With your help, we are inching closer to our fundraising goal of $15,000, which will go towards the vetting and care of these rescued lives. Thank you!
